- open the attached database document
- double click the contained report
- in the parameter dialog which opens, press OK without entering anything
=> the report opens. As you can see, it contains one row for detail data
   (orange background), though actually the report does not contain any
   data

I'd expect that if the report doesn't contain any data, then the detail section
is not present in the report at all.

This is a new implementation in CWS oj14. Adding keyword "new_implementation".

The Report Designer iTeam decided that this issue is a "should fix" for the
first release of the report designer. Targeting to 2.x, thus.

This has been resolved now. Now an report on an empty data-set will show all
header and footers, but no itemband. The data-source handling of empty
datasources has been cleaned up, so that we also no longer try to query the
empty data-source.
