- open a new report design
- select any section
- insert 3 controls for the current date (menu: "Insert / Date and Time ..."),
  each time using a different formatting, as offered in the dialog
- select one of the controls in the property browser
=> as formatting, "1234.57" is shown, for all three controls
- save and close the report design
- open the report design
- examine the "Formatting" property of the 3 controls
=> now the proper formatting is shown

This is a new implementation in CWS oj14. Adding keyword "new_implementation".

The Report Designer iTeam decided that this is no show stopper for the first
release, and no "should be fixed if possible at all". targeting to "not
determined" for the moment.

change target to 2.3 because issue will be fixed in a OOO 2.3
