it's not possible to add a control via keyboard. Not possible via control
toolbar nor via the add field dialog.

The Report Designer iTeam decided that this issue is a "should fix" for the
first release of the report designer. Targeting to 2.x, thus.

change target to 2.3 because issue will be fixed in a OOO 2.3
