By fixing issue #78983, Geeza Pro is set as a theme font for
GetSystemFontSetting() in salframe.cxx when UI locale is Arabic.  However,
actual UI font used for Arabic OOo package becomes Tahoma.

I guess VCL.xcu is related, but I'm not sure why fonts in VCL.xcu is used in
Arabic case.  With en and ja build, "Lucida Grande" and "Hiragino" are used as
UI fonts as expected from GetSystemFontSetting().
