character in the forbidden list sometimes appears at the home of line

when the last charcater in the previous line is letter and no extra space at the end, there are some First characters does not work correctly,e.g.--, ︰,︶,︸,︺,︼,etc. See attachment for the details.

MRU->redflagzhulihua: I think, this is the same root cause as in issue 80645 - which is fixed in newest OO2.3 dev build OOG680m2 - at least with this build I am not able to reproduce it. Could you please have a look? If you still experience the problem with this build, please attach a sample document to this issue. Thank you very much!

MRU->KHONG: I am not so firm with this stuff, could you please have a look? It seems, that this works correctly with Chinese-only text, but mixed Western and Asian text tit may not work as expected - is this desired?
Forbidden character lists on Asian layout option only works for Asican text. When they are connected to Latin text, they follow Latin text rule. We use ICU line break rule for Latin text. For the list of the punctuation shown in the issue, only first one (︰) is breakable in latest version, others work like Latin punctuation. I will make first one work like English colon when it follows Latin text.
fixed in cws i18n41.
The first example in the attached doc has space between 'a' and '︰'. so simply loading the the doc will show '︰' is still in the beginning of the line. Removing the space will fix the problem.
ready for QA.
set target milestone to OOo 3.0.
Verified in CWS i18n41.
Verified in DEV300m28 with windows XP and Fedora 8
