Office refuses to start with non Latin-1 locales

- set locale to e.g ja_JP.UTF-8 or zh_CN.UTF-8 - start soffice - office isn't starting

Perhaps this issue is related to the P1 masterfix issue 85222
Happens with OOH_m4 also.
I will evaluate this.
Fixed on CWS hro29
Reopened because remapping of unknown text encodings did not do the trick at least on one Solaris x86 installation. Actually the office starts but it crashes. The crash reporter is not show because it's needs VCL to display.

Has this been seen on unxsols ports too or only on unxsoli ports?
unxsoli nevada and unxsols S10. OK on linux

Fixed in CWS hro29 by preventing libfontconfig from doing any application specific font handling if the library version is too old (<2.4.0).
