RTF: table having "missing" cell, only first column imported

OpenOffice badly import tables in attached document. Document is generated by jfor java library (apache-fop). All columns in one row is displayed as one column. Compare result in OO2 and MS Word application. Question: is there bug in OpenOffice or bug in jfor library ? MRU->HBRINKM: see attached document, the table has a missing cell in the first row. From RTF, OOo will only import the first column of this table. The doc variant of this table will be imported correctly in OOo (the missing cell will be imported as empty cell).
Indeed, I checked with "2.3.1 Multilingual German version WIN XP: [680m9(Build9238)]" and still see tables corrupted, pls. see attached screenshots.
