Cannot drag windows on top of Slide Show

Despite *not* having "Presentation always on top" selected, none of the three versions of Impress I've tested (2.4.1, 3.0, 3.1dev) permit me to drag another window over top of the slide show on the 2nd display. Since your bug tracker won't accept multiple versions, please note that this is present in v2.4.1, 3.0 and DEV300m36.
Reproducible on Linux, works on windows.
I think this is an artifact of the way full screen windows are handled on Linux but PL certainly knows that better.
You may be correct, but in that case, don't offer the option. :-) Or, alternatively, do the "full-screen" differently: "True fullscreen do not allow [windows to float over top], however, you can [create] a given application [window] maximized, [without] without window decoration" which would give us much the same effect, and might also fix the bugs that Impress has with stealing X workspaces.
As a point of reference, I am currently running totem in its full-screen display mode on an external monitor (nvidia twinview), and can drag other windows on top of the totem display. The Impress developers can take a look at how totem is handling its fullscreen mode, which works in a perfectly acceptable manner.

This gets fixed as a side effect by issue 107249; the fullscreenstate is now used in all cases (especially in Xinerama multi monitor configurations). Especially the "keep window above" is not used anymore as long as you don't run an ancient version of metacity. *** This issue has been marked as a duplicate of 107249 ***
