Numeric Footnote and Endnote references does not Obey Context Option

When I use "Context" option in Language Settings>Complex Text Layout>Numerals>General Options>Numerals, I expect to see Hindi numerals in Arabic and Farsi text, and Arabic numerals for other scripts. Right now, for all scripts Arabic numerals is used. Below you can see a full description: Reference number in text: a. Arabic -> Hindi numerals should be used but this not happens right now. b. Farsi -> Hindi numerals should be used but this not happens right now. Reference number before footnote/endnote itself: a. Arabic -> Hindi numerals should be used, but this not happens right now for empty footnotes. b. Farsi -> Hindi numerals should be used, but this not happens right now. For non-empty footnotes, it's because of issue 98399. I think it's better to use the direction of the footnote text for choosing between Hindi and Arabic numerals for Reference number before footnote/endnote. Otherwise there would be many situations to discuss. It seems that the idea of this is somehow complicated. Word 2003 had the same problem that was fixed in Word 2007.

fix in progress in cws swftnnumbers add dependency to issue 98399
Because it is not clear, if this fix will be integrated into OOo 3.1, I need a cws, which based on DEV300m40. Thus, the fix will be integrated into cws swftnnumbers02

OD->SBA: Checked in internal installation set of cws swftnnumbers02 - please verify. Note: Consider that fix for issue 98399 needs to be integrated to get the footnote numbers correct for Farsi language
Verified in CWS swftnumbers02. Setting this one as 3.1 Release blocker (link to issue 95768 and keyword "release_blocker").
