checkboxes and option buttons are always shown correct ...

Hi amy2008,
i will add 3 attachments:

annotations and window fixing:
- window-fixing-so7.gif 
- window-fixing-oo31.gif

there is a difference the annotations are shown. so7 does  it
much better, cause the annotation is shown below the fixing line

here you will see, that annotations are shown below command buttons
(or listboxes) but always in front of checkboxes/options buttons. this
is strange, cause all of them are controls... so i do not understand the
statement in Issue 10621:

>Form controls are supposed to be above all other document contents,
>because in "live" mode, they use their own VCL windows anyway.

The behavior with frozen panes (fixing) is intentional, see issue 56931.

The "form controls" part is the same as issue 81360. There is no easy fix for
that, it's certainly nothing for 3.2.
