Dev300 m50, m54, & m55 install in Windows 7 64 bit but do not install in Vista
64 bit.  As soon as jre installation completes and Open Office installation
starts an error message occurs indicating that Quickstart is running for version
3.2 even though version 3.1 or no version is installed. In either case, the Task
Manager shows that no Open Office applications are running.

Confirmed on 2 different machines - one running Win7 64 bit and one running Win7
32 bit.

Both cases were upgrades from OOO 3.1.0. A assured that no part of OOO runs
during upgrade, even killing the OOO program directory and profile on disk in
the most desperate attempt. More interesting, re-installation of previously
flawless 3.1.0 failed with exactly the same message. Even more interesting,
uninstallation fails with the very message.

This _may_ suggest than Microsoft has planted something in system that prevents
OOO 3.1.x (un/re/-)installation or upgrade inbetween 3.1.0 and 3.1.1 OOO releases.

Hello Friends,
I have also had a problem installing OpenOffice. My problem began when I made a 
rookie mistake and manually deleted 3.1.0 from my laptop. I then downloaded 
3.1.1 and got this message

OpenOffice.org 3.1
"Please exit OpenOffice.org 3.1 and the OpenOffice.org 3.1 Quickstarter before 
you continue. If you are using a multi-user system, also make sure that no 
other user has OpenOffice3.1 open."

Here are my attempts at solving this issue to date:

1) Manually delete all instances of OpenOffice from this laptop.
2) Download both 3.1.0 and 3.1.1 and attempt to install multiple times. Each 
attempt results in the same error message. (see above)
3) CCleaner 2.23.0.999, I used all cleaning functions available.
4) Microsoft Uninstall Utility. This program apparently did it's thing.
5) Checked out solutions via this web site.

This problem is not present in build OOo-Dev_DEV300_m59_Win32Intel_install_en-US.exe

I can confirm the problem under Vista 64 bit

Windows Installer clean Up is without any success here

We haven' found a valid way to reproduce. If we declare this as a release
stopper we need a case.

Please check the following in your system:
First the OFFICEINSTALLLOCATION is read from the Windows registry. You can find
the value in the Windows registry at HKLM(or
HKCU)/Software/OpenOffice.org/Layers/OpenOffice.org/3 .
Exists the path "OFFICEINSTALLLOCATION/program" ? If it does not exist, there is
probably a new Windows behavior concerning the resulting error, so that the
CustomAction returns, that the Office is still running.
So you have two chances:

1. Remove the entry from the registry, if you already removed the directory
OFFICEINSTALLLOCATION.

or

2. Create the directory "OFFICEINSTALLLOCATION/program", maybe
OFFICEINSTALLLOCATION is sufficient.

But remember: Never remove an OpenOffice.org by deleting the files. This leads
to an inconsistent state in the Windows registry. The product can only be
removed by the Windows Installer service.

Since open office is continually updated the environment no longer represents
the failure.  The suggested registry entries "Layers" no longer exist.
In an attempt to fulfill the request the following is a dump of the registry zone.

Just a note for me: Same holds true on deinstallation. The Keys below 

   HKEY_LOCAL_MACHINE/SOFTWARE/Wow6432Node/OpenOffice.org

prevent deinstallation on 64 bit Windows.

open office 3.2 was downloaded three different times and each time install did not 
work for vista operating system.  
the message was, exit open office 3.1 and go to quickstart, i have 3.0

I read that Issue 104421 should have been fixed for 3.2, but we still have some
reports for 3.2 and later (Issue 113393, Issue 113144). How can that be?
