Inappropriate Thai date formats / non-functional

The default date formats for Thai need to be revised. The date formats will be shown in Calc->Format->Cell->Numbers->Date and Writer->Insert->Fields->Other->Document->Date and depend on the current locale. The current list is not appropriate for Thai. The changes need are, for example :- - Thai always write day-of-month before month (D/M/YY), currently it is M/D/YY. - Thai usually use Buddhist calendar year, currently there're only Gregorian calendar. - Thai sometimes use its national number in dates, currently there're only Arabic. The Thai locale data file should be updated to specify appropriate date formats for Thai.
confirmed. raised Priority to P2, as it is a basic funcationality.

This is certainly not a P2 issue. "Basic functionality" in the priority's description would mean something like "Calc not working", not printing, crashes, and so on. And please refrain from assigning targets, see also the mail by Joost Andrae on the dev@qa list, "About target milestones": http://qa.openoffice.org/servlets/ReadMsg?list=dev&msgNo=4625 Setting priority to P3, keeping target preliminary.
samphan's actively working on a new locale data file for Thai; I believe he's nearly finished. I changed the target milestone after discussing priorities for Thai support with mh.

Other than fixing and adding date formats, the above patch also fix the use of quotation marks (use left/right quotation marks instead of straight ones) and add one Thai native number format ([natnum1]Standard).
