The Thai locale data located at i18npool/source/localedata/data/th_TH.xml need
to be revised. It's not fully localized yet. Most of the changes needed are in
the LC_FORMAT section that contains format codes for date/time/number and will
be showed up in the Calc's dialog box - Format Cell/Numbers. For example, Thai
write day-of-month before month (D/M/YY). Thai use Buddhist calendar (which is
supported in OOo by the tag {~buddhist}). And Thai has its national number
system (which is also supported in OOo by the tag [natnum1]). So a lot of simple
changes need to be made to the locale data file.

I've attached a simplified patch (from OpenOfficeTLE project) to give you a
picture of what will need to be changed. We'll submit the complete patch when
we've finalized the content of the Thai th_TH.xml file.

Also have to make sure that Thai locale data in both OpenOffice.org and Common
Locale Data Repository are correct and in sync.

A more recent th_TH.xml patch is attached to issue 43766.

Arthit, regarding CLDR data please discuss on the dev@l10n mailing list. If CLDR
data is not correct then please file a bug at
http://www.jtcsv.com/cgibin/locale-bugs and include reference, online or books,
of your claims to get changes in. In any case, please leave a note on dev@l10n
so that I can update the audit document.
