Default font for Thai should be Angsana 16pt not Angsana 18pt

User feedback on 2.0.1 indicates that the new default font size for Thai (as implemented in issue 56145) is too big. The default font should be Angsana 16pt not Angsana 18pt. This requires a spec change to the spec in issue 42725. (The background to this is that Angsana contains scaled Times Roman glyphs for English characters, and with Angsana 18 points the glyphs for English characters are the same size as Times Roman 12 points. So it seemed logical to make the default 18 points. Unfortunately, it seems that the relative scale of Thai/English characters used by Angsana is bad.)

You might want to consider issue 59408 and issue 59427 at the same time, since they are both related (and both have patches).

Verified with cws os74 = OK -> Default size for thai input is 16 now.
