1. open a new database
2. open a new report designer
3. increase the height of the destail section, so that you get a scrollbar
4. scroll to the bottom of the design
==>> repaint error on the left side below the section header

The Report Designer iTeam decided that this is no show stopper for the first
release, and no "should be fixed if possible at all". targeting to "not
determined" for the moment.

Same scrolling problem.

change target to 2.3 because issue will be fixed in a OOO 2.3
